Notes and Specifications for "USA Today" Line-Classifieds

Ad sizes start with a minimum of 4 lines with the following guidelines for length of lines:
The 1st line can be up to 28 characters long. (including all spaces & all punctuation).
All other lines are up to 31 characters.
A line can be emphasized by making it 2 or even 3 lines high.
That line is then counted multiple times to compute cost.
If the 1st line is 2 lines high the limit is 15 characters for all capitals & 17 characters for upper & lower case.
